Google Ads campaign structure: how many campaigns, how many ad groups

Published

Ask how to structure a Google Ads account and you get a template: one campaign per service, a fixed number of ad groups, a fixed number of keywords. Templates are easy to copy and hard to defend. The structure should come from two things: the budget and the searches.

Written by Ericka Karen, who has planned Google Ads search campaigns since 2019 and wrote the rules behind Search Fuel Space.

Key takeaways

Campaigns: split for control, not for tidiness

A campaign is where the money and the targeting live: budget, locations, language, schedule, bidding. So the only good reason to create a new campaign is that something needs its own control.

What is not a good reason: the website menu has six items, so the account gets six campaigns. Every campaign splits the budget. With a small budget, six campaigns means six campaigns that each get too few clicks to learn anything.

How many campaigns the budget can carry

This is the question templates skip. A campaign needs enough budget to show up for its searches every day, collect clicks and give you something to read by the end of the month. When the budget cannot do that for every service, the answer is fewer campaigns on the searches closest to buying, and a written list of what comes next.

That list matters. The client sees the services left out as a sequence, not as something you forgot.

Ad groups: one theme, one set of ads

An ad group exists so the ads can match the keywords. Three responsive search ads written for "emergency plumber" will not answer "bathroom renovation" well, however good they are. So the rule for ad groups is not a number. It is a question: can one set of ads honestly answer every keyword in this group?

If yes, the ad group is right, whether it has three keywords or twelve. If no, it is two ad groups.

Signs an ad group is doing too many jobs

01 The ads have to be generic to fit every keyword.

Split the ad group by theme, so each set of ads can speak to its keywords.

02 Two keywords in the same group need different landing pages.

They are different themes. Move one to its own ad group, pointing to its own page.

03 One keyword takes almost all the clicks and the rest never show.

Give that keyword the ads it deserves, and check whether the others have any volume at all.

04 You cannot name the ad group in three words.

It is doing too many jobs. Name each job, and each name becomes an ad group.

Keywords come last, and they need volume

A structure is only as real as the searches under it. An ad group built around keywords that nobody types will sit empty, and a campaign full of those ad groups spends on the few terms that do have volume. Check every keyword against Google Ads keyword data for the country and language of the account before it earns a place in the structure. The guide on AI keyword research explains why this step gets skipped.

Write the reason for every split

The best structure is one you can explain in a sentence per campaign and per ad group. "This campaign is separate because Ireland has its own budget." "These keywords are one ad group because one set of ads answers all of them." When the client asks why the account looks the way it does, that sentence is the answer, and it is already written.

Where Search Fuel Space fits

Search Fuel Space builds the structure from the website, the budget and the location: how many campaigns the budget can carry, ad groups by theme, keywords with their monthly search volume, three responsive search ads per ad group, and the reason for every split, in a document with your brand and a file for Google Ads Editor. It plans, you execute, and it never touches the account.

Questions

How many campaigns should a Google Ads account have?

As many as the budget can carry and the decisions require. Separate a campaign when something needs its own budget, location, language or goal. With a small budget, that often means one or two search campaigns, not one per service.

How many ad groups per campaign?

One per theme that needs its own ads. There is no right number. The test is whether one set of ads can honestly answer every keyword in the group.

How many keywords per ad group?

Enough to cover the ways people search that one theme, all with volume. When a keyword needs a different headline or a different page, it belongs in another ad group.

Should brand keywords have their own campaign?

Usually yes. Brand searches behave differently, cost less and convert better, and mixing them with the rest makes the whole account look better than it is.

Your next new account does not have to start on a blank page.
